GLCAP helps utility costs with PIPP Plus

Great Lakes Community Action Partnership (GLCAP) Percentage of Income Payment Plan (PIPP) Plus is helping households manage utility payments and eliminate past utility debt.

PIPP Plus is a payment plan for low-income Ohio energy customers and allows them to make utility payments based on their incomes. The program sets a fixed monthly utility rate for households that must be paid each month. PIPP Plus is available for eligible residents in Ottawa, Sandusky, Seneca, and Wood County.

To be eligible for PIPP Plus, residents must have utilities provided by Columbia Gas, Toledo Edison, Ohio Edison or American Electric Power. You will also need to provide a list of all household members, including Social Security numbers, birth dates, proof of citizenship for each household member, proof of income for each adult household member, copies of your recent utility bills, and disability verification if applicable.

Customers who have debt with their utility companies before starting the PIPP Plus program will have a portion of their debt taken off each month with each on-time, in-full PIPP payment. Debt will be forgiven after 24 consecutive months of payments.

PIPP Plus is a 12-month contract. To remain in the program, PIPP Plus participants must re-verify income each year and any time an income change takes place in the household.
